The Mayor

Hon. Cenon Binas Volante

“Non” as he is fondly called by his family and close friends, is born from a simple family who hails from Barangay San Roque, Malilipot, Albay. Mayor Cenon is the youngest of six children of Emiteria Biñas-Volante and Magno Bitara Volante. He now resides in Barangay San Jose, Malilipot, Albay with his wife Evelyn and two children – John Mark and Janin.

He started his political career in 2010 as a Municipal Councilor and served for one term before returning to his first profession as a branch manager in a construction company. He then won the mayoralty campaign in 2016, vied for re-election in the year 2019 but was unfortunate, and once again ran and won as mayor in the recent 2021 elections.

Being a civil engineer himself, he envisioned Malilipot as a progressive and well developed municipality through various infrastructure projects that will help alleviate the status of living of every Malilipoteño, especially the farmers and fisher folks in marketing their produce to the general public.

History of Malilipot

During the Spanish colonization of the Philippines, it was during the term of Guido de Lavezares who succeded as Governor – General from year 1572 – 1575 after the death of Miguel Lopez de Legazpi that the famous Spanish went to explore region south of Manila. It was on July ,1573 that Salcedo left Manila with a company of one hundred twenty (120) soldiers and begun the pacification of warlike bikols in Albay and Camarines. On the same year, he founded the town of Libon in Albay Province which later became the seat of Spanish power in Bicolandia. Other municipalities were established in succession one of which was Malilipot.
The municipality’s name has various confusing versions. One version state that, a group of Spanish colonizers reach the new settlement in the month of December where weather was cold. The natives heard the foreigners trembled and explained to them “Muy Frio”. It was interpreted by natives “malipot” meaning cold.
Another story states that, the municipality was given the name “Malipod”, meaning protected, and due to the presence of mountain ranges that provide protection from the destructive eruptions of the Mayon Volcano. It is said that, if not for the mountain ranges, the town could have been devoured and buried under the lava flows. These mountain ranges are Mt. Toktokan and Bulakawan situated on the south and west part of the municipality respectively.
Malilipot has sustained its rich history. To date, the town is considered as a Minor Growth Center and a satellite town of Tabaco City. Malilipot boasts of its strong agricultural economy and cottage industries that manifests potential growth and development.
